Q1: When I submit a request using the "Refinance Authorization", I receive the error "ACCESS DENIED; USER NOT AUTHORIZED FOR REFINANCE AUTHORIZATION". How do I become authorized to use this function?
A1: If you get this error, your FHA Connection Application Coordinator has not set the Refinance Authorization authorization on your FHA Connection user ID. Please contact your FHA Connection Application Coordinator and request that they set the Refinance Authorization authorization on your FHA Connection user ID. If you do not know who that person is, please refer to the question "I do not know who my FHA Connection Application Coordinator is. How can I find out who that is and how to contact them?" in the General Questions section of the Frequently Asked Questions.
Q2: When I submit a request using the "Refinance Authorization", I receive the error "REFINANCE AUTHORIZATION NOT ALLOWED FOR ENDORSED CASE". How do I order the refinance authorization on this case?
A2: When requesting a refinance authorization, you must make the request on the case number assigned to the streamline refinance case, not the previous case. Usually when a person receives this error they entered the case number for the previous case. Please change the case number from the previous case to the case number assigned to the streamline refinance case. If a case number has not been ordered for the streamline refinance case, then you will not be able to order a refinance authorization until one is ordered. If you need to know the amount of the refund before the case number is ordered, you will need to calculate it using the appropriate refund factor. To determine the correct refund factor, please refer to Mortgagee Letter 94-01 if the prior case closed before January 1, 2001, or to Mortgagee Letter 00-46 if the prior case closed on or after January 1, 2001.

A4: Refinance authorizations can only be ordered on streamline refinance cases since those are the only cases that require that you obtain one. This error indicates the case number you were requesting the refinance authorization for is not listed as a streamline refinance case. If the case is a streamline refinance case, then please update the case in the "Update Existing Case" page to indicate that the case is a streamline refinance case.
