 Quick Start: Electronic Line of Credit Control System (eLOCCS)

The Electronic Line of Credit Control System (eLOCCS) is HUD's primary grant disbursement system, handling disbursements for the majority of HUD programs. eLOCCS provides Internet-based draw down of funds and query and reporting capabilities. eLOCCS is used by Multifamily lenders for the Section S235/236 Internet Reduction Payments Plan (IRP). Note the following:


Multifamily lenders can access eLOCCS via the FHA Connection (using the Multifamily FHA menu) or through the PIH-REAC Online Systems page on the HUD.GOV website. Password resets are performed by the lender's FHA Connection Application Coordinators.
Multifamily IRP Service Providers register and access eLOCCS through the PIH-REAC Online Systems page on the HUD.GOV website only. This page provides a Single Sign On gateway to multiple systems, allowing access for log in (registered users), use of the online registration form link, and/or to request password reset. Before accessing eLOCCS, the following is needed by lender users:

FHA Connection user ID and password.
eLOCCS authorization level assigned to the user ID by the lender's FHA Connection Application Coordinator.
LOCCS user ID and password.
